Boilers in Birmingham: grants, local rules and heating engineers

Quick answer: Birmingham’s Warm Homes: Local Grant is limited to six priority areas (Balsall Heath, Bromford, Castle Vale, Sparkbrook, Sparkhill, and Tyseley and Hay Mills) and is delivered by Next Energy for 625 private homes. It does not fund gas boilers. The whole city has been a smoke control area since 1985, which matters if you are thinking about a solid-fuel boiler.

Birmingham homes are served by Cadent’s West Midlands gas network, and gas boiler work follows the same national rules as elsewhere in England. The local differences are in grant eligibility, which in Birmingham depends on where you live, and in the city’s smoke control order, which was renewed in 2026. Warm Homes: Local Grant in Birmingham

Birmingham City Council says government guidance requires councils to target this funding geographically. Its Cabinet chose Retrofit Priority Areas in June 2025, based on deprivation and fuel poverty, the condition of homes, and whether work can be delivered in time. The council has appointed Next Energy to deliver upgrades to 625 private homes.

Gas boilers are not on the list. If you live outside the priority areas, or your need is a replacement gas boiler, look at ECO4 instead: Ofgem says it runs until 31 December 2026. The Boiler Upgrade Scheme offers £7,500 towards a heat pump across England and Wales, but not towards a gas boiler or a hybrid system (GOV.UK). The smoke control order and solid-fuel boilers

Birmingham City Council says the whole of Birmingham was designated a smoke control area in 1985, and that burning coal is not permitted in the city. A new Smoke Control Order came into force on 23 March 2026, replacing the old orders (Brum Breathes, the council’s clean air site). Under it:

  • You may only burn authorised fuel, unless you use a Defra-approved (exempt) appliance.
  • If visible smoke comes from your chimney, the council may issue a penalty of up to £300. Using an exempt appliance or approved fuel is no longer an automatic defence.
  • A magistrates’ court can fine you up to £1,000 for obtaining or selling unauthorised solid fuel.
  • From 23 March 2026 the rules also cover boats moored on the city’s canals.

This matters if you are replacing an old back boiler or considering a wood or multi-fuel boiler. Gas, electric and heat pump systems are not affected. See solid-fuel boilers in smoke control areas.

Gas supply in Birmingham

Cadent owns and runs the West Midlands gas distribution network (Cadent). It maintains the pipes up to your meter and runs the emergency response; your installer is responsible for the pipework and appliances after the meter. Typical private boiler prices

In short: a like-for-like combi swap is typically £1,800–£3,500 installed, converting a regular or system boiler to a combi £3,000–£5,700 (both Heatable), and a gas boiler service £85–£120 (MyJobQuote). Moving the boiler, rerouting the flue or replacing old pipework adds to the bill, so get at least two written quotes for the same specification.

Renting in Birmingham

If you rent privately or from the council, your landlord is responsible for keeping the boiler and heating in repair and for a yearly gas safety check by a Gas Safe engineer. How to choose a heating engineer in Birmingham

Any work on a gas boiler must be done by a Gas Safe registered engineer. That is the one check that matters most, and it is quick to do:

  • Check the register, then the card. Look the business up on the Gas Safe Register and ask to see the engineer’s Gas Safe ID card. The back of the card lists the work each engineer is qualified for, so for a boiler job it should list gas boilers, and the qualification should be in date.
  • Ask about the paperwork. In England and Wales, the engineer must notify the local authority within 30 days of fitting a new gas boiler, after which you should receive a Building Regulations Compliance Certificate.   • Compare like for like. Ask each installer to list the boiler model and output, the flue, controls, any filter or system clean, removal of the old boiler and the warranty terms. Our guide to comparing boiler quotes like for like has a checklist.
  • Warranty conditions. Manufacturer warranties usually depend on registration and yearly servicing. Ask who registers it and what the service interval is.
  • Oil, LPG and heat pumps. Gas Safe covers gas work only. For an oil boiler ask about OFTEC registration, and for a heat pump funded by the Boiler Upgrade Scheme the installer must be MCS certified.

I live in Birmingham but not in a priority area. Can I still get the Warm Homes grant?

Not at the moment. Birmingham City Council says the grant is only available to residents in the six priority areas, though new areas may be chosen when 2028 to 2030 funding arrives.

Will any Birmingham grant pay for a new gas boiler?

The Warm Homes list does not include gas boilers. ECO4, run through energy suppliers until 31 December 2026, can fund heating replacements for eligible households on qualifying benefits.

Can I still use my wood-burning stove or boiler?

Only with authorised fuel or in a Defra-exempt appliance, and even then you can be fined up to £300 if visible smoke comes from the chimney under the 2026 order.
