Quick answer: Leeds has three routes to help with heating: the Warm Homes: Local Grant (delivered by Sustainable Building Services and Groundwork Yorkshire, currently oversubscribed with a waiting list), ECO4 and GBIS through energy suppliers, which can include a new boiler, and the council’s Home Plus Leeds scheme for small heating upgrades. Most of Leeds is a smoke control area.
Leeds is served by Northern Gas Networks, and gas boiler work follows the same rules as anywhere in England. Leeds City Council publishes an unusually clear map of the help available, from the national grants to its own Home Plus Leeds scheme. This guide sets that out, covers the smoke control rules, and lists heating engineers based in Leeds.
Help with heating costs in Leeds
From Leeds City Council’s energy efficiency page, read in September 2026:
| Scheme | Who it is for | What it can cover |
|---|---|---|
| Warm Homes: Local Grant | Income below £36,000, income-related benefits, selected areas of the city, or EPC band D or below | Energy efficiency and replacement non-gas heating such as air source heat pumps; delivered by Sustainable Building Services Ltd and Groundwork Yorkshire; currently oversubscribed with a waiting list |
| ECO and Great British Insulation Scheme | ECO needs someone in the home on a qualifying benefit | Insulation, heating controls or a new boiler, case by case; run by energy suppliers with vetted installers |
| Home Plus Leeds | Aged 60+, disabled or with certain long-term health conditions, living with children under 18, or living alone; household income under £30,000 and savings under £16,000 | Small energy-efficiency and heating upgrades, free |
| Boiler Upgrade Scheme | Owners replacing oil, gas or inefficient electric heating | Up to £7,500 towards a heat pump or biomass boiler |
Leeds City Council notes that with the £7,500 Boiler Upgrade Scheme discount, a heat pump could cost less to install than a replacement gas boiler. Ofgem says ECO4 runs until 31 December 2026, so if you are relying on it for a boiler, do not wait. The council also warns about callers claiming to work on its behalf, and asks residents to verify them through its home energy help team. See our guides to ECO4 and GBIS and the Boiler Upgrade Scheme.
Smoke control areas in Leeds
Leeds City Council says most of Leeds is a smoke control area, and a large number of areas are covered by smoke control orders. You can check your address on the council’s map. In a smoke control area you must only burn authorised fuels or use an exempt appliance, you cannot emit smoke from a chimney, and you can be fined up to £1,000 for breaking the rules. The council adds that when you buy a stove or other solid-fuel appliance, the installer should check where you live. That applies equally to a wood-fuelled boiler. See solid-fuel boilers in smoke control areas.
Gas supply in Leeds
Northern Gas Networks is the gas distributor for the North East, northern Cumbria and much of Yorkshire, including Leeds. It owns the pipes up to your meter and runs the region’s gas emergency service. If you smell gas or suspect a leak, call the free National Gas Emergency Service on 0800 111 999 at any time. See what to do if you smell gas.
Typical private boiler prices
We have not found a reliable Leeds-only price survey for boiler work, so use the national ranges as a benchmark. National guide prices, checked in September 2026, are in our UK boiler costs guide. In short: a like-for-like combi swap is typically £1,800–£3,500 installed, converting a regular or system boiler to a combi £3,000–£5,700 (both Heatable), and a gas boiler service £85–£120 (MyJobQuote). Moving the boiler, rerouting the flue or replacing old pipework adds to the bill, so get at least two written quotes for the same specification.

Renting in Leeds
Landlords must keep the boiler and heating in repair and arrange an annual gas safety check. Housing Leeds tenants should report heating faults to the council as landlord. Private tenants whose landlord does not act can ask the council to assess the home; see inadequate heating in a private rented home and carbon monoxide alarm duties for landlords.
How to choose a heating engineer in Leeds
Any work on a gas boiler must be done by a Gas Safe registered engineer. That is the one check that matters most, and it is quick to do:
- Check the register, then the card. Look the business up on the Gas Safe Register and ask to see the engineer’s Gas Safe ID card. The back of the card lists the work each engineer is qualified for, so for a boiler job it should list gas boilers, and the qualification should be in date.
- Ask about the paperwork. In England and Wales, the engineer must notify the local authority within 30 days of fitting a new gas boiler, after which you should receive a Building Regulations Compliance Certificate. Keep it: you will want it when you sell. Our guide to Building Regulations notification for boiler work explains how this works.
- Compare like for like. Ask each installer to list the boiler model and output, the flue, controls, any filter or system clean, removal of the old boiler and the warranty terms. Our guide to comparing boiler quotes like for like has a checklist.
- Warranty conditions. Manufacturer warranties usually depend on registration and yearly servicing. Ask who registers it and what the service interval is.
- Oil, LPG and heat pumps. Gas Safe covers gas work only. For an oil boiler ask about OFTEC registration, and for a heat pump funded by the Boiler Upgrade Scheme the installer must be MCS certified.
