Boilers in Glasgow: grants, local rules and heating engineers

Quick answer: Glasgow homeowners can get up to £7,500 in grant plus an optional £7,500 interest-free loan from Home Energy Scotland towards a heat pump, but not a gas boiler. The English Boiler Upgrade Scheme does not apply in Scotland. The whole of Glasgow is a smoke control area, and Scottish law requires a carbon monoxide detector in any room with a boiler.

Glasgow is in Scotland, so several of the rules and grants that apply to boilers in England do not apply here. The Boiler Upgrade Scheme and the Warm Homes: Local Grant are for England (and Wales for BUS), while Scotland has Home Energy Scotland, Warmer Homes Scotland and council-run Area Based Schemes. Home Energy Scotland Grant and Loan

Funded by the Scottish Government, this is open to homeowners living in their only or main home in Scotland. You do not need to be on benefits. For heating it pays:

Warmer Homes Scotland is the separate Scottish Government scheme for households on qualifying benefits and can include heating work; see our guide to Warmer Homes Scotland funding and eligibility. ECO4, which Ofgem says runs until 31 December 2026, also covers Scotland.

Glasgow Area Based Schemes. Glasgow City Council runs Scottish Government-funded Area Based Scheme projects, mainly external wall insulation for owner-occupied and privately rented homes. They are opt-in, and the council says only owners who receive a letter about a planned project in their area can take part. You cannot apply for one on your own initiative.

Carbon monoxide detectors: the Scottish rule

Since February 2022, every home in Scotland must meet the fire and smoke alarm standard. The Scottish Government says that if you have a carbon-fuelled appliance such as a boiler, open fire or wood burner, you must also have a carbon monoxide detector in the same room. It does not need to be linked to the smoke alarms, and gas cookers and hobs do not need one. If you are having a new boiler fitted, check a detector is in place in that room.

Smoke control and gas supply in Glasgow

Glasgow City Council’s smoke control guidance says the whole of Glasgow is a smoke control area. Authorised fuels include gas, electricity, anthracite and most commercial smokeless fuels; wood can only be burned in an exempt appliance. Scotland’s air quality guidance notes a fine of up to £1,000 for breaking the rules. This matters for anyone considering a biomass boiler with Home Energy Scotland funding: the appliance must suit a smoke control area.

Moving the boiler, rerouting the flue or replacing old pipework adds to the bill, so get at least two written quotes for the same specification.

How to choose a heating engineer in Glasgow

Any work on a gas boiler must be done by a Gas Safe registered engineer. That is the one check that matters most, and it is quick to do:

  • Check the register, then the card. Look the business up on the Gas Safe Register and ask to see the engineer’s Gas Safe ID card. The back of the card lists the work each engineer is qualified for, so for a boiler job it should list gas boilers, and the qualification should be in date.
  • Ask about the paperwork. In Scotland the building rules differ from England. Ask the installer how the work will be certified and what documents you will get at handover.   • Warranty conditions. Manufacturer warranties usually depend on registration and yearly servicing. Ask who registers it and what the service interval is.
  • Oil, LPG and heat pumps. Gas Safe covers gas work only. For an oil or biomass boiler, ask what registration the installer holds for that fuel, and for a Home Energy Scotland-funded heat pump, check the installer meets the scheme’s requirements before you sign.

Can I get the Boiler Upgrade Scheme in Glasgow?
