Boilers in Manchester: grants, local rules and heating engineers

Quick answer: In Manchester the Warm Homes: Local Grant is run across Greater Manchester by the Combined Authority (GMCA), with applications through the GMCA Retrofit Portal. It can pay 100% of a heat pump up to £15,000 for owner-occupiers, but the GMCA says plainly that gas and oil boilers are not eligible. The whole of Manchester has been a smoke control area since 1985.

What is local is the grant: Greater Manchester runs one Warm Homes scheme for all ten boroughs, with its own eligibility routes and a link to the city region’s Good Landlord Charter. Greater Manchester’s Warm Homes: Local Grant

The GMCA says the scheme aims to raise homes to EPC band C through a retrofit assessment, and that gas and oil boilers are not eligible improvements. What it can pay:

Who qualifies. Owner-occupied homes must be EPC band D to G, and privately rented homes band D or E (or F and G with a registered exemption). Landlords must support the Greater Manchester Good Landlord Charter. There are three routes in: living in an eligible postcode in the most income-deprived areas (the GMCA publishes the list, updated February 2026), meeting two of several low-income proxies such as Council Tax Reduction or free school meals, or a gross household income below £36,000. If your gas boiler has failed and you are on a qualifying benefit, ECO4 is the more likely route: Ofgem says it runs until 31 December 2026. The Boiler Upgrade Scheme gives £7,500 towards a heat pump but nothing towards a gas boiler or hybrid system (GOV.UK). Smoke control in Manchester

Manchester City Council says the whole of Manchester has been designated a smoke control area since 1985. The Greater Manchester clean air guidance explains what that means: you cannot release smoke from a chimney, you can only burn authorised fuel unless you use a Defra-exempt appliance, and you may face a penalty of up to £300 for chimney smoke, or a fine of up to £1,000 for buying unauthorised fuel for a non-exempt appliance. How to choose a heating engineer in Manchester

Any work on a gas boiler must be done by a Gas Safe registered engineer. That is the one check that matters most, and it is quick to do:

  • Check the register, then the card. Look the business up on the Gas Safe Register and ask to see the engineer’s Gas Safe ID card. The back of the card lists the work each engineer is qualified for, so for a boiler job it should list gas boilers, and the qualification should be in date.
  • Ask about the paperwork. In England and Wales, the engineer must notify the local authority within 30 days of fitting a new gas boiler, after which you should receive a Building Regulations Compliance Certificate.   • Compare like for like. Ask each installer to list the boiler model and output, the flue, controls, any filter or system clean, removal of the old boiler and the warranty terms. Our guide to comparing boiler quotes like for like has a checklist.
  • Warranty conditions. Manufacturer warranties usually depend on registration and yearly servicing. Ask who registers it and what the service interval is.
  • Oil, LPG and heat pumps. Gas Safe covers gas work only. For an oil boiler ask about OFTEC registration, and for a heat pump funded by the Boiler Upgrade Scheme the installer must be MCS certified.
