Heating in Los Angeles: furnaces, heat pumps and the few boilers

Quick answer: Home boilers are rare in Los Angeles: EIA data puts steam or hot water boilers in about 1% of California homes, against 62% heated by a furnace. Most LA homes use a gas furnace or wall heater, and heat pumps are growing. LADWP pays up to $2,500 per ton on qualifying heat pump HVAC systems, and a new gas furnace typically costs $3,800–$12,000 installed nationally (HomeGuide, checked September 2026).

We are honest about this one: if you live in Los Angeles, you almost certainly do not have a boiler. Where boilers do exist they are mostly in larger buildings, and the typical LA home is heated by a gas furnace, a wall or floor furnace, or increasingly a heat pump that also cools. This guide covers the local rules and rebates for the heating that is actually used here, and lists a small number of boiler specialists alongside furnace and heat pump contractors.

How Los Angeles homes are heated

Furnace (warm air)62% of homes60%
Central heat pump3%13%
Steam or hot water boiler1%8%

These are statewide figures from the EIA’s Residential Energy Consumption Survey; the EIA does not publish them for the city alone. Our explainer boiler or furnace sets out the difference if you are not sure what you have.

Air quality rules on gas furnaces

Los Angeles is inside the South Coast Air Quality Management District (South Coast AQMD), which regulates emissions from gas furnaces through Rule 1111 (nitrogen oxide limits for natural-gas-fired, fan-type central furnaces, last amended in September 2023). Staff proposed amendments to Rules 1111 and 1121 that would have moved sales of new furnaces and water heaters towards zero-emission equipment. On 6 June 2025 the Governing Board voted 7 to 5 not to approve them.

In practice that means you can still replace a gas furnace with a new gas furnace in LA, provided the model meets the existing Rule 1111 limits; your contractor should only be offering compliant units. It also means there is no local rule forcing you onto a heat pump, so the choice comes down to cost, cooling needs and rebates. Our comparison of heat pumps and gas replacements covers the questions to ask.

Contractor licences in California

The Contractors State License Board (CSLB) issues separate classifications for the two kinds of heating:

CSLB classificationWhat it covers
C-20 Warm-Air Heating, Ventilating and Air-ConditioningWarm-air heating systems (furnaces), water heating heat pumps, air conditioning, ducts, flues and controls
C-4 Boiler, Hot Water Heating and Steam FittingPower boilers, hot water heating systems and low-pressure boilers, steam fitting, radiators and convectors, fuel oil tanks and lines, chimneys and flues

So for a furnace or ducted heat pump, look for a C-20; for a boiler or radiant hot water system, look for a C-4. Check the licence number on the CSLB’s licence lookup before you sign, and ask who pulls the permit from the city’s building department.

LADWP and other rebates

If LADWP supplies your electricity, its Consumer Rebate Program pays for qualifying high-efficiency equipment:

LADWP rebateAmount
Heat pump HVAC system (purchased and installed on or after 1 November 2025)Up to $2,500 per ton, based on SEER2/HSPF2 rating
Heat pump water heaterUp to $2,500 per unit
Central air conditioner$100–$120 per ton, depending on SEER2

LADWP says the application must be made after the product is both bought and installed, and it may inspect the installation before paying. Homes outside LADWP’s area are served by other utilities, with their own offers, so check which utility sends your electricity bill. The federal Energy Efficient Home Improvement Credit, which paid up to $2,000 towards a qualifying heat pump, applied to installations through 31 December 2025 (ENERGY STAR). Some older cost guides and contractor pages still mention it, so do not count it in a 2026 budget.

Typical heating prices

We have not found a Los Angeles-only price survey. HomeGuide puts a new gas furnace at $3,800–$12,000 installed and an air-source heat pump at $10,000–$25,000 installed for an average-sized house, while a ductless heat pump runs from $2,000 to $17,000 depending on the number of zones. If you do have a boiler, a standard-efficiency replacement is typically $2,200–$7,000. All figures were checked in September 2026 and are national; see our US boiler and heating costs guide for the full table. Heat pump prices depend heavily on whether your ducts can be reused and whether your electrical panel needs upgrading; HomeGuide puts a panel upgrade at $1,800–$2,500.

How to choose a heating contractor in Los Angeles

  • Match the licence to the job. C-20 for furnaces and ducted heat pumps, C-4 for boilers and hydronic heating.
  • Ask about Rule 1111 compliance if you are buying a new gas furnace, and ask for the model number so you can check it.
  • Rebates. Ask the contractor to confirm the SEER2 and HSPF2 ratings that set your LADWP rebate, and who submits the claim.
  • For hydronic or radiant systems, ask how many they have worked on; few LA firms do this regularly.

Questions to ask before you sign

  • Will you size the new system from a heat-loss calculation, or simply match the old unit? HomeGuide notes a Manual J load calculation typically costs $200–$500.
  • Who pulls the permit, and is the permit fee in the price?
  • Does the quote include removing the old equipment, venting or chimney work, and any new controls?
  • Which rebates have you allowed for, and is the rebate shown as a line on the invoice or paid to me later?
  • What labour warranty do you give, and what does the manufacturer’s warranty require (registration, yearly servicing)?

Our guide to comparing boiler quotes like for like has a fuller checklist, and repair or replace helps if the old unit is still running.

Heating contractors in Los Angeles

These businesses appear in public business listings for Los Angeles and each has its own website describing heating work. The first two work on boilers, largely commercial; the rest focus on furnaces and heat pumps, which is what most LA homes use. We have not checked their work, prices, licences or insurance, and they have not paid to appear. Check the licence yourself before you book.

Frequently asked questions

Are boilers common in Los Angeles?

No. EIA figures put steam or hot water boilers at about 1% of California homes. You are more likely to find them in older apartment buildings and commercial premises.

Has LA banned gas furnaces?

No. The South Coast AQMD Governing Board voted 7 to 5 on 6 June 2025 not to approve the proposed zero-emission amendments to Rules 1111 and 1121. New gas furnaces must still meet the existing Rule 1111 emission limits.

How much is the LADWP heat pump rebate?

Up to $2,500 per ton for a qualifying heat pump HVAC system bought and installed on or after 1 November 2025, depending on its efficiency ratings.

Which licence should a boiler installer hold in California?

The CSLB C-4 Boiler, Hot Water Heating and Steam Fitting classification. Furnace and ducted heat pump work falls under the C-20 classification.

Is there still a federal tax credit for heat pumps?

Not for 2026 installations. The Energy Efficient Home Improvement Credit applied through 31 December 2025.
