Heating in Perth: gas licences, ducted and hydronic options

Quick answer: boilers are uncommon in Perth; homes usually heat with reverse-cycle air conditioning, ducted gas or space heaters, and a few specialists install hydronic and underfloor systems. All gasfitting in WA must be done by someone licensed by Building and Energy, who must lodge a Notice of Completion for fixed installations. WA has no state heat pump rebate we could find, but federal STCs apply.

A straight answer first: boilers are a niche way to heat a home in Australia. Most homes that have whole-house heating use reverse-cycle air conditioning or ducted gas heating, and many rely on split systems or space heaters. Water-based (hydronic) heating, where a gas boiler or heat pump warms water that runs through radiators or underfloor pipes, is a specialist product; in the public business listings we checked, hydronic specialists cluster in Melbourne, Canberra and Hobart. So this page covers all three: hydronic systems, ducted gas and heat pumps.

Perth winters are short and mild, and most homes cope with reverse-cycle air conditioning, ducted gas heating or a gas or electric space heater. Hydronic heating exists, mainly as underfloor heating in new builds and renovations, and a few Perth firms specialise in it. This guide covers what is specific to Western Australia: gasfitting licences, the Notice of Completion, rebates and local installers.

Who may do gas work in WA

Western Australia licenses gasfitters through Building and Energy. Gasfitting permits are issued in classes, and the WA Government publishes a Building and Energy licence and registration search you can use to check a gasfitter before they start. From 1 July 2025 the Director of Energy Safety adopted an updated “fit and proper” assessment, requiring new applicants for a gasfitting permit or authorisation to declare they have not been convicted of offences other than motor traffic offences.

The Notice of Completion

Under the Gas Standards (Gasfitting and Consumer Gas Installations) Regulations 1999, the gasfitter must complete a Notice of Completion for all fixed installations and forward it to the relevant gas supplier, or to Building and Energy if the supplier is not known. When it is submitted through the online eNotice system, a copy is emailed to you as long as the gasfitter provides your email address, so give it to them and keep the notice with your house papers.

Rebates in WA

We found no open Western Australian Government rebate for heat pumps or heating in September 2026. The federal scheme still applies:

Nationally, heat pump and solar hot water systems can earn small-scale technology certificates (STCs) under the federal Small-scale Renewable Energy Scheme; the installer normally passes their value on as an upfront discount.

If you are choosing between ducted gas and ducted reverse-cycle, remember that reverse-cycle also cools, which matters more in Perth than heating. Canstar Blue’s ducted air conditioning figures come from a Perth installer, Global Cool Air: $9,000–$11,500 for a small single-storey home, $12,000–$14,500 for a medium one and $15,000–$20,000 for a large multi-storey home. For underfloor hydronic heating, see underfloor heating, flow temperatures and manifolds.

Typical prices

We have not found a price survey for this city alone, so these are national figures checked in September 2026. Tempco Energy’s 2026 guides put a complete hydronic system at $12,000–$40,000, a gas boiler for a hydronic system at $3,000–$7,000 supplied and installed, and a ducted gas heating system at $3,000–$10,000. Canstar Blue, citing a Perth installer, puts ducted reverse-cycle air conditioning at roughly $9,000–$20,000 installed, and Tempco puts a heat pump hot water system at $2,500–$4,500 before rebates. See our Australia heating costs guide for the full table.

Request a boiler quote

Free and no obligation. Tell us what you need and where, and we will look for a heating engineer who covers your area.

We are a comparison and referral service, not a heating engineer. We do not guarantee a quote, a price or a response time. Anyone working on gas appliances in the UK must be on the Gas Safe Register; check the engineer's ID card before work starts.

How to choose an installer

  • Check the licence. Use the Building and Energy licence and registration search.
  • Get the paperwork. Ask what compliance certificate or notice the gasfitter will give you or lodge when the job is done.
  • Hydronic or ducted? Ask how many systems of your type the firm has installed, and whether it will size the boiler or heat pump from a heat-loss calculation rather than the old unit’s rating.
  • Rebates: most discounts are applied only by accredited or participating installers, so confirm eligibility before you sign.
  • Ask for the Notice of Completion and give the gasfitter your email so eNotice sends you a copy.

Our guide to comparing installation quotes like for like has a fuller checklist, and water-based and warm-air heating explains how the two main system types differ.
